Laws & Taxes
During the current beta, politics has no level requirement. Residency, party age and office permissions still apply. The configured requirement after beta is level 2.
Congress members and the president may propose laws; authorized trade ministers may also propose resource sales, transfers and purchases. Tribal states cannot legislate. Ordinary laws need a strict majority of eligible congress members and may resolve early within the 24-hour window. Declare Monarchy always waits the full window and needs 90% approval and a sitting president. A monarch can enact laws immediately by decree. Restore Democracy keeps the president temporarily and starts a presidential election.
What each law does
Section titled “What each law does”From the Actions → Propose Law panel you pick a type and fill in its options (regions, transfers, and war targets are chosen from lists: no IDs to type):
- Change Taxes: set the work, trade, and import tax rates (0-100%).
- Change Congress Size: set the number of congress seats. Limited to 20-40.
- Build Building: upgrade a building (school, university, military base, …) in one of your regions. The treasury pays the resource cost the moment the law passes, so gather the materials before the vote resolves.
- Give Region: offer one of your regions to another state. This doesn’t move the region yet; it opens a pending transfer the other state must accept.
- Accept Region Transfer: accept a region another state has offered you, picked from the list of pending offers. The region joins your state once the law passes.
- Change Capital: move the state capital to one of your regions.
- Donations use value, not a balanced basket. Levcoins, coal, iron and oil count 1 each; water 2; uranium and lithium 4; diamond 8. State-to-state gifts earn 1 relation per 10,000 value. Personal gifts to your residency state earn 1 loyalty per 5,000 value. Partial progress carries forward. Donate personally from the treasury panel or transfer state funds through a law. Each state has a donation history and donor rankings.
- Sell State Resources: list treasury resources for sale on the market at a chosen price; buyers pay into the treasury.
- Change State Name: rename the state.
- Change State Logo: set or remove the state’s emblem.
- Declare Monarchy: convert the democracy into a monarchy; the sitting president becomes the monarch. Needs a 90% supermajority and a president in office.
- Declare War: attack a region owned by another state. You can only target a region that borders one of your own regions and isn’t already under attack. Declaring war costs −10 relations with the defender.
The Transfer Resources and Sell State Resources laws can also be proposed by a minister with the Propose Trade Laws power (see Cabinet), not only congress members.
Transferring a region takes two laws
Section titled “Transferring a region takes two laws”Moving territory between states is a deliberate two-step handshake so neither side can be forced:
- The giving state passes a Give Region law → this opens a pending transfer.
- The receiving state passes an Accept Region Transfer law, choosing that transfer from its list → the region changes hands.
If the receiving state doesn’t accept within 3 days, the offer expires and the region stays put.
Work tax is taken from wages in the currency or resource earned and credited to the state treasury. Trade and import taxes are Levcoin charges. With direct purchases the buyer pays; on the matching order book the taker pays, including an incoming seller. Affordability is checked before settlement. Bloc open-market policy waives trade and import taxes between members. Diplomatic and loyalty surcharges are burned rather than paid to the treasury.
