Player-Run Elections in Leviathan War

At least 500 XP is required to vote and 1,000 XP to be elected. At least 3 different eligible players must vote for a president to be elected.
Congressional elections
Section titled “Congressional elections”Congress is the legislature of a democracy.
- You vote for a party, not an individual: and only for parties of your state (a party belongs to the state its home region sits in).
- Only residents of the state can vote, one vote each. You must have held your residency in the state for at least 1 day before the election: you can’t move in at the last moment to swing a vote.
- A party can only field candidates if it was created at least 1 day before the election started: brand-new parties can’t run until the next cycle.
- A tribal state automatically starts its first congressional election after 3 days; democracies re-elect congress every 3-day cycle.
- During beta, 1 voter is enough for a congressional election to succeed; zero votes fail. A monarchy still elects congress, but its monarch is not replaced by a presidential election.
- Seats (default 30, configurable 20-40 by law) are allocated to parties in proportion to their share of the vote, using the D’Hondt method (the standard highest-averages system: larger vote shares get proportionally more seats, with a slight edge to bigger parties). Each party’s seats are filled first by its members resident in the state, then any of its members.
- A successful first election turns a tribe into a democracy and immediately starts a presidential election.
Presidential elections
Section titled “Presidential elections”- Candidates are the leaders and secretaries of the state’s parties: you vote for one of them (not just any congress member). Their party must have existed for at least 1 day before the election to be eligible.
- The same voter rules apply: only residents who have held residency in the state for at least 1 day can vote, one vote each.
- The candidate with the most votes wins (simple plurality).
- The term runs until the next 3-day election cycle.
Ministers
Section titled “Ministers”The president can appoint a cabinet of up to three ministers, each with a custom title and a chosen set of delegated powers (change taxes, approve residency/work-permit requests, act in blocs, buy from the market, propose trade laws). See Cabinet & Ministers for the full list. The president always retains every power.
Coups & revolutions
Section titled “Coups & revolutions”Both are wars you declare against your own state (see War):
- Coup d’état: if it succeeds, the state is reset to a democracy: the president and ministers are removed, congress is dissolved, and a fresh congressional election opens.
- Revolution: if it succeeds, the target region secedes as a brand-new
tribal state named “Free
”. A region can’t have another revolution within 7 days.
Fighting lasts 24 hours after an uprising gathers its 3 participants. The side with more total damage wins; ties favor the defender. There is no damage threshold or early victory. A forming uprising is cancelled if it does not gather its participants within 24 hours.
